| 摘 要： | 南通市高新技术产业取得了较快发展，但该产业的经济总量弱小，层次不高，R＆D投入不足，人才缺乏。推进高新技术产业发展，要强化产业自主创新能力，加快人才培养，加大投入，利用南通的区位优势，形成沿江、沿海两个高新技术业带，大力发展优势产业。 |

| Abstract: | In the past years,Nantong high tech industry has gained great progress,but the industry still faces the problems like small total outputs,low level,low investment in R&D,and lack of personnel.This paper proposes the countermeasures as strengthening ability of innovation,fostering personnel,investing more and making use of regional advantages to form high tech zones along the Yangtze Rive and the Yellow Sea. |
