| 摘 要： | 中国经济的快速发展，要求政府增加对基础设施的投资，而BOT项目可以缓解政府资金不足的问题。然而由于在BOT项目实施过程中有许多风险，只有进行合理的风险分担和规避，才能保证各参与方在相互的合作中双赢(Win-Win)。
