| 摘 要： | 我国人口老龄化的特征是发展速度快、绝对数量大、区域发展不平衡、老龄化进程与经济发展不同步。社会养老保险由于覆盖面窄、社会文化程度低、基金收支和运营机制等问题，难以应对人口老龄化的挑战。应加快社会养老保险立法，完善社会养老保险制度。

| Abstract: | The characteristics of the aging of population are:the developing speed is rapid,the quantity is large,there exists unbalanced development in different regions,and the process of aging is out of step with the economic development.The social endowment insurance is hard to meet the challenge of aging of population because the coveringscope is narrow,the level of socialization is low,the income and expenses are unbalanced,the working system of funds is irregular and so on.Thus,we should quicken the legislation of social endowment insurance,reformthe collection and management system of funds and establish perfect systems of social endowment insurance. |
