| 摘 要： | 法治意识是实现法治社会的精神条件，是现代法律有效运行的心理基础。人治意识是当前中国法治发展面临的最大心理障碍。中国实现法治的政治心理要求是，从人治意识走向法治意识，并把法治精神确立为整个中华民族政治心理转型中的主导价值取向。

| Abstract: | The consciousness of rule by law is the spiritual condition for a state to realize the rule by law, and is also the mental basis on which the system of modern laws can efficiently operate. The consciousness of rule by man is the hardest mental obstacle to the development of rule by law in China at present. It is required as the poli psychological condition for the rule by law to change the consciousness of rule by man into that of rule by law. It is also important to establish the spirit of rule by law as the dominant orientation of value in the transformation of political sense of the whole Chinese nation. |
