| 摘 要： | 我国弱势群体同时经受着绝对贫困与相对贫困的双重困扰,他们的社会保障状况令人担忧,并且有程度不同的边缘化。因此,政府对他们应该有特殊的政策保障措施,包括:最低生活保障、最低卫生与医疗保障、最低公共教育保障、最低住房保障和最低公共安全保障政策的底线,等等。只有如此,我们才能够改变他们的弱势状况,建立起真正意义上的和谐社会。

| Abstract: | The disadvantaged groups in our country withstand the dual problems of absulute poverty and relative poverty.Their social security situation is worrisome and all have diffierent degrees of marginalization.Therefore,the government should have special policies to security measures including a mininum standard of living,a mininum medical and health security,a mininum public education security,a mininum housing security and a mininum public safety security.Only then will we be able to change their disadvantage situation and establish a real sense of a harmonious society. |
