| 摘 要： | 改革开放以来,我国民办高等教育长足发展的同时存在不容忽视的问题:国家发展民办高等教育的指导思想与性质定位不够明确,政策和法律法规模糊,政府对民办高校的管理模式僵化,政策的失衡导致民办高校与公办高校同等的公平待遇难以落实。因此,急需用科学发展观指导民办高等教育的发展,加强立法,规范政策和完善管理制度,建立可持续发展的政策环境,促进民办高等教育和公办高等教育和谐发展。

| Abstract: | Since 1980's,when China carried out the reform and open policy,private-owned higher education sector in the country has been promoted considerably,however,there are a series of problems,which can not be overlooked as well: Firstly,the guiding ideology and nature localization of private-owned higher education by the country is not well and clearly defined;Secondly,the policy and the legal regulations are unclear as well;Thirdly,the management of private universities by the government is rigid and inflexible,and the overall planning is weak;Finally,the unbalanced policy leads to the fact that it becomes difficult to carry out the equal and fair treatment for private universities and state-owned universities.Therefore,it is in such an urgent need of the scientific development view in order to guide the development of private higher education sector,strengthen the legislation,standardize the policy and consummate the control systems,establish the sustainable development policy environment,and promote harmonious development for both private higher education sector and state-owned higher education sector. |
