| 摘 要： | 随着中国加入WTO的影响和西部大开发的深入，甘肃高等教育与甘肃省政治、经济、文化等发展目标相“断档”的现象日趋凸显，这一矛盾在高校内部集中表现在专业结构断档和师资建设断档两大方面，针对这种严重的“断档”现象，文章提出了“层次定位，适切发展、视角转移，模式创新、引进送出，柔性流动、寻找战略上的制高点”等相应的措施。
