| 摘 要： | 美国老年社会保障制度奠定于20世纪30年代罗斯福新政时期.从那时至现在的60多年间,它先后经历了形成时期、发展时期、成熟时期和变革时期四个阶段.其中,美国经济发展状况对政策的演变起着决定性的作用,而社会思潮的变化、执政党的轮换也对其产生了一定的影响.

| Abstract: | American social welfare system for the aged was established during the period of Roosevelt's New Deal in the 1930's.It has been more than 60 years since that time, and the system has gone through 4 stages successively: the forming period; the period of developing and improving; the naturing period and the reforming period. American economic development has played a decisive part in the development of policies, moreover ,the change in social trend of thought and the rotation of ruling parties also have exerted a certain influence on it.$$$$ |
