| 摘 要： | 外债问题是民初国会议事的重要问题之一。得到国会批准是民初外债合同有效的基本保证,外债合法与否在一定程度决定了民初举借外债的最终结局。同时,民初国会是各种利益集团冲突、妥协的主要场所,外债在国会中的命运实际上是民初政局变化最为直接的体现。

| Abstract: | Foreign debt is one of the important problems in the parliament in the early republic of China.The approval of congress is the basic guarantee of validity of the foreign debt’s contract.To some extent,whether foreign debt is legitimate or not determines the ultimate outcome of debt.At the same time,the parliament in the early republic of China is the main place for a variety of interest conflict and compromise.The fate of foreign debt in the congress is actually the most direct embodiment of the political changes in the early republic of China. |
