| 摘 要： | 健全农村社会保障制度,对建设社会主义新农村和和谐社会及增加农民收入,改善农民生活意义重大。现阶段农村社会保障制度仍然存在着发展滞后、体系不健全、覆盖面窄、资金不足等问题。因此,必须在思想上要进一步健全农村社会保障制度,战略上适度控制、兼顾公平与效率,具体策略上分类处理、妥善对待被征地农民和农民工社保工作,全面发展的前提下,突出各阶段发展重点,调动农民积极性,广泛参与社会保障事业。

| Abstract: | Constructing and integrating Rural Social Security System(RSSS) does matter to the construction of new social rural area and harmonious development of society and improving farmer's lives.There are many problems,such as long lag in social security system,not constructive and not integral in security body,narrow covering and severe shortage in security funds and not normative in security funds management.Aiming at the current status and problems in RSSS,this paper comes up with some strategies of constructing and integrating RSSS. |
