摘    要:农村区域教育政策是指农村地区尤其是县级教育行政部门依据国家教育政策并结合当地实际所制定的教育政策,农村区域教育政策制定与执行两个关键环节中的失范和失效问题主要有政策问题界定的滞后和失误,政策方案选择的简单化和随意化,教育政策合法化程序缺失,对教育政策实质精神的不求甚解,教育政策执行手段单一,政策调整的极端化倾向等,要解决这些问题,必须完善区域教育系统、整合原有的组织机构、加大培训力度,提高教育行政机关的政策水平。

Abstract:The educational policies in the rural areas refer to the ones formulated according to the realities by the educational administrative departments in the rural areas, especially at the county level. In the rural areas the unstandardization and ineffectiveness in the formulation and implementation of policies manifest themselves mainly in such aspects as the stagnation and fault in the definition of policy, the simplification and random in choosing the policy projects, the loss of legal procedures of educational policies, the superficial understanding of the essence of regional policies, the simplicity of implementation of policies and the extreme trend of policy adjustment. In order to solve these problems, we must perfect the regional educational system, synthesize the former organizations, strengthen the training to improve the policy level of educational administrative units.
