| 摘 要： | 实现全面建设小康社会的目标,农村是重点,其关键是农村人的发展。大力开发农村人力资源是全面建设小康社会的根本途径,而根本手段在教育,农村教育在全面建设小康社会进程中具有基础性、先导性、全局性的作用。农村人力资源开发对于全面建设小康社会具有重要意义。当前,加速农村人力资源开发的对策应从四方面入手:树立科学的农村教育发展观;建立完善的农村教育体系;建立健全农村教育投入保障机制;推进农村教育综合改革发展。

| Abstract: | Realizing the goal of building the well-to-do society in an all-round way, the countryside is a focal point; its key is the development of the rural people. It is a basic way to build the well-to-do society in an all-round way and develop the rural human resources in a more cost-effective manner, and basic means educate. Countryside education have basic, guiding, overall function in an all-round way. Human resources development in county is important to the well-to-do society in an all-round way. |
