| 摘 要： | 近30年来我国对就近入学政策的研究疏于对这一政策的内容进行分析,而教育政策的内容分析是教育政策分析的起点。改革开放以来的有关教育法律文本和教育政策文本中,对就近入学政策在对由谁来实施以及对谁实施就近入学、对为什么要实施就近入学、对怎样实施就近入学以及对怎样保障实施就近入学进行了规范。用法律规范的假设、处理和制裁三个要件和政策规范的目标、对象和措施三个要素对上述规范进行分析发现,法律规范中的就近入学政策比较重视处理规范,而对假设和制裁重视不够;政策规范中的就近入学政策存在政策目标不稳定、政策对象不够全面以及政策措施不够统一和配套等问题。完善我国就近入学政策的内容就要在法律规范和政策规范上克服存在的这些问题。
