| 摘 要： | 所谓“制度创新系统”的概念,是指一个由制度创新环境、创新需求、创新供给以及创新绩效评价标准构成的生命力强大的创新整体。该系统将对现代经济增长的任何非均衡结果作出敏锐的反应,任何一项创新安排都意味着原有制度安排无法实现的“追加收益或额外收益”的内在化,由制度失衡走向均衡的每一步都推动着社会的进步,构成文明的历程。

| Abstract: | The so-called"a new-trails-blazing system" refers to the entirety of great vitality consisting of an institution-nee-trails-blazing environment,demands, supplies, and criteria for evaluating the accomplishments and effecs. Thissystem can make quick and sharp reactions to any unbalance results in the increase in modem economy; all new-trailsblazing arrangements of any sort mean the internalization of "additional or extra gains" which can not be otherwiserealized, namely, an occurrence from loss of equilibrium to obtaining equilibrium, every step of which promotes thecourse of social progress and civilization. |
