摘    要:高等教育治理具有客观的条件性,只有具备了相应条件,治理才可能是有效的。在高等教育实践中普遍存在治理失灵问题,要由治理失灵走向有效治理,就需要在高等教育治理中遵循系统化原则,因为系统化是高等教育的基本属性和存在方式。在实施高等教育系统化治理过程中,做好顶层设计是关键环节,顶层设计的水平直接决定着高等教育能否实现有效治理。现实中我国高等教育的科层制模式阻碍着顶层设计的有效传导和整体推进,为此就需要在高等教育治理实践中深化法治,强化问责,以推进高等教育系统化治理。

Abstract:Effective higher education governance can only be implemented under right conditions, and failures exist universally in high education governance practice. The effective higher education governance demands the systematization principle in practice, because systematization is the essential attribute and existing way of high education. The top-level design is the key point in high education systematization governance, determining whether the high education governance is effective or not. In reality, the bureaucracy management pattern hinders the effective conduction and the overall advancement of top-level design. Therefore, deepened legalization and intensified accountability mechanism in higher education governance practice are guarantees for carrying forward systematization governance.
