| 摘 要： | 效率是国企产权改革推进的依据，但事实上，效率和公平是一对矛盾统一体，割裂公平而谈效率的国企产权改革会困难重重。国企产权改革近几年的问题也正是在于公平缺失，它不仅直接影响到国企改革的进程，而且影响到人们对国企改革的认同。国企改革的当务之急是深入研究国企改革公平缺失的表现、原因，并且制定出相应的对策。

| Abstract: | The reform of the state-owned enterprise's property rights aims at efficiency but fairness and efficiency,a unity of contradiction,cannot be separated from each other in this reform.The lack of fairness in the reform during these years has directly affected the smooth reform of these state-owned enterprises and the people's positive attitude towards this reform.Thus,the representation and causes of the lack of fairness should be studied,and possible solutions should be offered. |
