| 摘 要： | 高校组织中的权力结构是行政权力与学术权力并存的二元权力结构，在高校系统中两种权力的关系存在着本质上的对立统一。本文以两者之间存在的必然矛盾为逻辑起点，通过行政权力泛化、学术权力保障机制缺失等方面分析当前我国高校内部行政权力与学术权力现实关系失衡，进而从高校办学自主权、两级管理模式以及校长双重角色等方面提出构建两者协调关系的有效机制。

| Abstract: | The power structure in Chinese universities is a dual structure combining administrative power with academic power, whose relation reveals the nature of opposite with unity. With an analysis of the inevitable contradiction between the two powers as the logical point of departure, this paper discusses the imbalanced relation between the two powers and traces the causes of abusing administra tive power and the lack of safeguarding academic power. It finally discusses the sovereignty of collegemanagement, the two-level management model and the dual role of the university president in order to establish an effective mechanism for coordinating the relation between the two powers. |
