| 摘 要： | 冷战后,中国西南边疆的安全环境发生了根本性变化,安全因素从过去的军事对抗向传统安全与非传统安全相互交织的综合安全领域转化,安全问题也从过去的单维度向多维度转化,军事安全威胁的因素大大降低,而非传统安全威胁的因素不断加大。各种跨国犯罪不断冲击着边疆安全,使西南边疆预防跨国犯罪和毒品走私的成本在不断增加,边疆安全的脆弱性不断凸显,西南边疆正面临着前所未有的安全困境和安全压力。如何应对西南边疆的安全困境和有效治理边疆安全环境已是当务之急,也是该文力图探讨的内容和目的。

| Abstract: | After the Cold War,dramatic changes have taken place in the security environment of southwest borderland in China.The security factors have transformed from military security into the integrated security domain combining the traditional security with nontraditional security.The security issues have transformed from the mono-dimensional field to the multi-dimensional.The military threat to security is reducing and nontraditional security threat is gaining in force.All kinds of transnational crimes are posing as serious threats to the border security.The costs of fighting against the transnational crimes and drugs smuggling are increasing,while the borderland security is weakening.The southwest borderland of China is confronted with unprecedented security predicament and security pressure,whose solution is the content and aim of this paper. |
