| 摘 要： | 陕西省高等教育经费投入短缺,财政支持高等教育的指导思想和原则是,公办高校要以政府财政经费支持为主;财政经费拨款引进竞争机制;促进高校经费来源多样化,发挥高校筹措发展性经费的积极性;促进高校与社会结合,为陕西地方经济和社会发展服务;促进高校创新能力、服务社会能力、自我发展能力,提高陕西财政支持高等教育的对策;争取中央对陕西高等教育经费支持;增强地方教育经费中高等教育支出比重;继续完善财政包干制度;对高校采取择优支持和配套支持的政策;对优秀民办高校给予奖励性支持;加大公办高校基建投入,建立经费最低保障和预警制度。
