论我国“十四五”教育发展战略目标和重点任务——基于复杂多样的国内外环境分析

摘    要:当前,世界正处于百年未有之大变局,国家教育发展正处于威胁国家安全的政治环境、“双循环”格局的数字经济环境、“老龄”和“少子”两极分化的不均衡社会环境、“卡脖子”的科技制约环境、“多极”文化入侵的文化环境,以及“教育脱钩”的国际化环境。同时我国教育发展也处于建设高质量教育体系,包括高质量的人才体系、师资体系、课程与教学体系,以及教育生态环境体系的宏观教育改革与发展环境。教育要服务国家重大战略,为应对复杂多样的国内外环境,我国“十四五”教育发展应实现六大战略目标:稳固国家安全、服务和引领经济发展、办人民满意的教育、创新教育创新人才、铸就文化自信的社会主义接班人、全面开放和参与全球教育治理。为实现教育发展六大战略目标,应围绕人才培养、师资队伍、课程与教学、生态环境建设四大教育改革与发展方面开展工作。

On the Strategic Goals and Key Tasks of Educational Development in the Fourteenth Five-Year Plan of China:Based on the Analysis of Complex and Diverse Domestic and International Environment

Abstract:At present, the world is undergoing tremendous changes unseen in a century. The national education is facing complex and diverse domestic and international environment including a political environment that threatens national security, a digital economic environment with a "dual cycle" pattern, an imbalanced social environment that is polarized between "aging" and "declining birthrate", a "choking" technologically restricted environment, a cultural environment of "multi-polar" cultural invasion, and an international environment of "education decoupling". Meanwhile, the national education is also facing a macro environment of education reform to build a high-quality education system including the talent system, teacher system, curriculum and teaching system, and ecological environment system of education. To cope with the complex and diverse environment and serve the country’s major strategies, Chinese education development during the Fourteenth Five-Year Plan should achieve six strategic goals: stabilizing national security, serving and leading economic development, providing education that satisfies the people, innovating education and cultivating innovative talents, creating culturally confident socialist successors, fully opening up and participating in global education governance. Finally, twenty-four key tasks for the development of education are proposed from the constructions of talents, teachers, curriculum and teaching, and ecological environment to achieve the six strategic goals.
