| 摘 要： | 学术委员会制度是我国现代大学治理体系的重要组成部分,其实质是在党委领导下正确处理“校长治校”与“教授治学”的关系。在阐述高校学术委员会制度历史发展与逻辑演变的基础上,分析其在创新实践过程中存在的诸如学术权力与行政权力界定模糊、学术委员会学术决策权缺位等问题或困惑,并从优化组织架构、厘清职责权限、健全运行制度等方面,提出了若干具有创新性的、可操作性的制度设计思路。

| Abstract: | Academic committee system is an important part of modern university governance system in China.Its core is to deal with the relationship between"President governing"and"Professor governance"under the leadership of the party committee.On the basis of expounding the historical development logic of the academic committee system in colleges and universities,this paper analyzes the problems existing in the process of innovation and practice,such as the vague definition of academic power and administrative power,the absence of academic decision-making power of academic committee,and puts forward some innovative and operable suggestions from the aspects of optimizing the organizational structure,clarifying the responsibilities and powers,and improving the operation system. |
