| 摘 要： | 政府管的过多、治的过深,是我国城镇化历史上的一大特点,政府的过多干预使得我国的城镇化陷入了窘境：发展不均衡、土地城镇化过快、大兴造城运动、市民化受阻,低质量的城镇化难以持续。新型城镇化建设,质量重于速度,政府要以＂大历史观＂的视角来建设我国的城镇化。城镇化的过程也是政府职能再构的过程,政府需对自身职能进行准确的定位,由原来的＂主导＂向＂引导＂转变,重点在于加强基础设施和公共服务建设,按照以实现＂人的城镇化＂为核心的标准重塑政府职能,从人、地、业、房、社会保障、公共服务等方面完善政府职能,推进城镇化良性发展。

| Abstract: | Too much management and deep governance is a major characteristic in the history of china＇s urbaniza- tion. The government＇s too much intervention makes the urbanization caught in dilemma：uneven development, rapid urbanization of land, arrested citizenization and low quality of urbanization. In the construction of new-type urbaniza- tion, quality is more important than speed, The government should take the＂ macro-history＂ perspective to build China＇s urbanization . The urbanization process is also the process of the restruction of government functions in which the government should precisely position its functions, changing from the＂dominantce＂ to＂ guidance＂ ,laying emphasis on strengthening the construction of infrastructure and public services. In accordance with the core of reali- zing the human urbanization our government should reshape and improve its functions in the aspects of people,land, industry, housing,social security and public services to promote the benign development of urbanization. |
