摘    要:制度创新是高校组织文化的重要组成部分,也是体现大学制度建设的重要标志,但制度创新却绕不开经常存在的陷阱问题。教师任用作为大学制度的重要组成部分,正在受到更为广泛的关注,尽管经过了30余年的政策演变,但还存在诸多问题,需要进一步走向规范。

Abstract:Institutional innovation is an important part of a university's organizational culture,and an important content of university system building.However institutional innovation always encounter various traps.The paper does a case study on a university located at east coast of China.It analyzes the issues of institutional innovation traps during the evolution of policies with the help of archive analysis.It concludes that by learning from the past experiences and lessons of making policies and executing policies,and by gradually making policies standardized and orderly,it is possible to make institutional innovation escape those traps,and attain win-win result instead of zero-sum game finally.
