摘    要:权力都该有边界,教育行政权力亦然。基于两大基本行政原则即"行政合法性"、"行政合理性"原则,结合教育行政管理对象即"教育"的属性,教育行政权力边界可划分为法制边界、专业边界和价值边界。法制边界是指教育行政权力须遵守法制,在法制轨道运行。专业边界是指教育行政权力须遵守教育自身的专业领域的各种规律,包括教学自主、学术自由、办学自主等。价值边界是指教育行政权力须遵守社会公众对教育的价值期待,包括教育公平等。

Abstract:The boundaries of the power of educational administration can be divided into legal boundaries,professional boundaries and value boundaries.The legal boundaries are defined as that the power of educational administration should comply with the law,should run on the roads of law.Professional boundaries are defined as that the power of educational administration should comply with the various discipline in education,including teaching and studying autonomy,academic freedom,school's autonomy and so on.Value boundaries are defined as that the power of educational administration must comply with the public expectations on the value of education,including education,equity,human values and so on.
