| 摘 要： | 历届北洋政府都视中国银行、交通银行为其中央银行。北洋时期的中央银行与近代西方中央银行相比较，具有明显的时代特征：(一)产生途径具有独特性；(二)不具备对当时中国金融业的监管能力；(三)业务上商业银行化；(四)没有垄断的纸币发行权；(五)经历了一个从官办到官商合办再到基本商办的过程。

| Abstract: | The Beiyang Government regarded China Bank and Communication Bank as its Central Bank.Compared with the mordern western Central Bank,it had obvious time features that lied in its being unique in its way of coming into being,its being unable to administer China's finance industry,its being a Business Bank in service,its failing to monopolize the right to issue paper money and its experiencing a course from its being government controlled to being government merchant managed and to being merchant managed. |
