摘    要:我国中小学教职工编制管理现状呈现出管理权过于集中、虚超编、编制过紧、结构性缺编、有编不补、附加编制低、城乡标准不统一等特点和弊端。这导致了制约地方发展教育事业的积极性和创造性、广大中小学校无法补充新教师、部分学科教师紧缺、学校日程管理缺乏弹性、教师工作压力大、阻碍教师持续专业发展和教师人力资源配置低效等问题。对上述问题的破解,涉及到创新教师编制管理体制、提高编制标准、统一城乡标准、提高附加编制比例、杜绝“有编不补”、建立教师退出机制、深化学校后勤社会化改革、增设专业教师编制等一系列举措。

Abstract:The status quo of allocation management of primary and secondary schoolteachers embody the following characteristics: centralized management, false over strength, strict numbers, structural vacancy, don't add new teachers with vacant allocation, low additional allocation, inconsistent standard between urban and rural areas. This situation restricts the enthu- siasm and creativity to develop education of local government, schools can't add new teachers, some subject's shortage of teachers, inelastic daily management, high work pressure on teachers, hinder the teachers' professional development and the human resource allocation. In order to solve the above problems, the following measures should be taken. Innovate teachers allocation management, improve the allocation standard, set up uniform allocation standard, improve the ratio of additional allocation, make full use of vacant allocation, set up teachers' quit mechanism, deepening the reform of school logistics so- cialization, add allocations of some subjects.
