| 摘 要： | 义务教育阶段的特殊教育应纳入国家基本公共教育服务范畴.在建立健全基本公共服务体系和实现基本公共服务均等化的过程中,应将特殊教育作为优先发展领域,加强立法,进一步明确以人为本的基本理念,完善从学前到高等的特殊教育体系,保障特殊教育供给,提高特殊教育质量;加强特殊教育学校和师资队伍建设,加强特殊教育科研和信息化工作,建立投入稳定增长的财政保障机制,落实扶残助学政策措施,推进特殊教育可持续发展,帮助每一个残疾儿童和青少年得到适宜的教育.
