| 摘 要： | 本文通过回顾特殊教育发展的历史、西方主要国家与特殊教育相关立法的基本情况以及我国特殊教育发展与立法的过程,对我国制定专门的《特殊教育法》的缘由、制定原则以及内容进行了初步的讨论,并呼吁尽快制定该法。

| Abstract: | The paper reviewed the historical development of special education, the situation of legislation related to special education both in western countries and in our own country and made a preliminary discussion about the necessity of drawing up a professional law of special education. The basic framework and contents of the law were also outlined in the paper. |
