| 摘 要： | 随着我国老龄化社会的提前到来，农村老年社会保障形势越来越严峻。然而现行农村社会养老保险相当于鼓励性储蓄，没有福利性和社会性，而且政策多变，农民缺乏积极性，覆盖面小。必须还农民以因民待遇，实行财政补贴，建立以个人、集体、国家三方筹资、政策稳定、管理规范的新型农村社会养老保险制度，从而有效地缓解白发浪潮的冲击。

| Abstract: | With the coming of rural society the situations of chinese rural social old-age insurance is becoming serious. But the current rural social old-rage insurance institution only encourages farmers to deposite, is lack of welfare and society. On the other hard, the coverage of insurance is very narrow. So we must offer farmers civil treat ment and carry out finance subsidiary. It is necessary to establish standard rural old-age insurance institution, which the fund is raised by farmers collective and nation in order to mitigate the impact of aging society. |
