| 摘 要： | 清政府中央练兵处成立后,将经费筹措作为压倒一切的"急务",其经费筹措办法,前后存在比较重大的变化.然在中央和地方财政支绌的情形下,筹措巨额的练兵经费,势必会激起中央和地方以及省际之间的矛盾.面对地方督抚的暗中抵拒,练兵经费筹措遇到了相当的阻力,客观上削弱了练兵绩效的发挥.
