| 摘 要： | 社会结构中的存储分为自然存储和社会存储,其中社会存储的有效开拓与补偿是社会稳定发展的重要条件。王永江是奉系军阀统治时期的重要决策人物。在担任奉天省财政厅长和代省长期间锐意推行新政,比较成功地开拓和补偿了曾经一度枯竭的社会存储。但是,由于张作霖在整饬军武和战争中耗费了大量的财力与物力,使社会存储不能够得到再开拓与再补偿,良性经济循环遭到了破坏。王永江的新政也以失败告终。
