| 摘 要： | 城乡二元分治的治理模式、农村现行的土地承包政策以及农民在养老保障上的失语，是促成当前农村以土地为基础，以家庭为核心的养老模式的重要因素。由于目前家庭养老能力受到削弱，土地的保障功能日益弱化，同时国家的养老保险政策存在制度缺陷，这种模式受到了严重挑战，无法满足农村养老需求。因此，政府应该通过提高土地保障能力，充分发挥家庭的养老保障功能，完善农村社会养老保险制度等措施，解除农民养老的后顾之忧。

| Abstract: | The guarantee for the rural aged is very important for the rural stability.But the rural aged can't enjoy the state's guarantee for the aged for a long time.The main reason is that our country enforces the different policy in the rural and the city.The state executes the land guarantee policy,the villagers' lacking idea,working the current mode in the country is base on the glebe,it's core is family-providing for the aged.But this mode is facing serious challenge currently,because the family-providing for the aged is being weakened,the function of the glebe's guarantee increasingly relent,meanwhile the insurance policy for the aged in our country has some deficiency.So we should improve the ability of the land guarantee,exert the ability of the family guarantee fully ,perfect the rural the endowment insurance and reduce the villagers' worry in the provide for the aged. |
