| 摘 要： | 城市化是中国走向现代化的必然趋势,在城市化进程中,失地农民问题成为全面建设小康社会过程中一个极为严重的社会问题。建立失地农民社会保障制度,以土地换保障,保障失地农民的基本生活,维护失地农民的合法权益,成为解决这一社会问题的有效途径。
