| 摘 要： | 当前高等学校所面临的财务困境，有体制调整的原因，有内部管理的原因，但总的来说源于高等教育大众化和政府投入没有相应跟上。在论及教育投入“缺位”与“越位”时，应当明确，政府优先发展高等教育并无不妥，更不能回避在高等教育大众化进程中的责任，在市场化进程中，各项改革应相互配套。

| Abstract: | The tertiary college is facing the financial crisis currently, it caused by the educational system adjusted, inner management in it, but on the whole, it just caused by the popular higher education and the government input not keeping up with it. First to develop the higher education is not unadvisable, and especially, the government cannot evade the self-duty. In the course of the marketing, various reformation should be harmonized each other. |
