| 摘 要： | 精英教育机构不应承担高等教育大众化的任务。为减轻大众化给精英教育机构带来的压力,在高等教育增长的规模速度和增长方式上,应变"控制发展"或"加快发展"为"适度超前发展",变"内涵式发展"为"外延式发展"或两者并重,以外延式发展为主。高等学校可分为三种类型,不同类型的学校应合理定位,办出特色,在各自层次和类型中争创一流。

| Abstract: | Institutions of elite education should not take the responsibility of mass education. In order to lessen the pressure of elite education institutes brought about by the tendency of mass education, we should transform from "controlling development" or "speeding up development" to "appropriately developing in advance" in terms of scaling speed of higher education growth. As to the mode of higher education growth, we should adopt "the parallel development of connotative and external mode while stressing on the latter one" or "external development" rather than "connotative development". Higher institutes should develop respectively, achieve its own characteristics and strive for leading position in each type and level. |
