| 摘 要： | 我国高等教育大众化在取得巨大发展成就的同时,也存在着“三个跟不上”和“三个盲目性”的问题与挑战。即在经费投入,办学理念、制度建设和社会心理,教师队伍建设方面跟不上高等教育大众化的快速进程,在高校发展规模与速度,学校升格、改名和专业设置,高校贷款搞建设方面存在着盲目性。应对这些挑战,未来10年我国高等教育的发展应采取“低速增长、稳步发展”的方针;要在充分借鉴国际高等教育大众化经验的基础上,采取控制发展速度、加大教育投入、完善高等教育结构、提高高等教育质量等对策。

| Abstract: | Despite the great achievements,the process of mass higher education in China is still faced up with problems and challenges such as three lags and three deviations.The fanancial aids,ideal of running university,system building,social psychology,the faculty building can not keep up with the rapid development of mass higher education.There exist some blindness including size and speed,the university upgrading,renaming and program arrangements.And there also exists blindness in the building relying on the bank loan.In order to tackle with these problems,we should draw on the experience of other countries and adopt a series of measures including controlling the development speed,increasing investment in education,bettering the higher education structure and promoting the quality of higher education. |
