| 摘 要： | 中小企业是推动我国经济发展的重要力量，在经济生活中起到不可替代的作用，一般说来，企业经营的外部环境是企业自身所不能控制的宏观环境，它只能通过政府政策加以改善。我国加入WTO后，中小企业的发展将需要政府更多的支持和指导，因此，构建和不断完善中小企业的政府支持体系是摆在各级政府面前的一项重要任务。

| Abstract: | Medium and small-sized enterprises are an important strength for promoting economic development of our country, they play an irreplaceable role in economic life. Generally speaking, external environment of enterprise operation is a macro environment which cannot be controlled by the enterprises themselves; it can be improved only by government policies. After WTO entry, the development of medium and small-sized enterprises of our conutrv will be in need of more support and guidance from the government. Consequently, to set up and to perfect constantly the government supprting system for medium and small-sized enterprises are an important task with which our governments at all levels must be confronted. |
