| 摘 要： | 中国农村村民自治在经历了20年发展之后,目前面临着种种困难和问题。大量经验事实表明,村民自治已经进入了发展的瓶颈阶段。对此,不同的学者从不同角度提出了理论解释。本文提出了“制度过密化”的理论假设,认为村民自治的发展瓶颈是村民自治在追求制度化过程中大量嵌入性制度供给超过实际的制度需求、出现制度过剩和内在冲突,导致制度边际效用递减的结果。要保证村民自治健康、可持续的发展,必须进行制度清理和制度调适,解决过度的制度嵌入问题,防止村民自治滑入更为严重的"制度过密化"陷阱。

| Abstract: | After 20 years' development,the villagers' self-governance in China is facing many difficulties and has fallen into an obstruction.Different scholars have put forward different explanations for this situation.In this paper,the authors raise a new theoretical hypothesis called institutional involution.The authors point out that the obstruction of the villagers' self-governance may be the result of institutional involution.To ensure the development of villagers' self-governance in a healthy and sustainable way,we should solve the problem of excessive institutional embedding,and avoid more serious pitfalls of institutional involution. |
