| 摘 要： | 扩大公民有序政治参与是实现民主政治增量式发展的基本方式；是建立全新型政府治理模式的重要手段；是维护社会运行稳定与均衡的关键环节。当前，公民有序政治参与的意识欠缺，能力较低，水平不高；法律缺失，制度匿乏，透明度差；渠道狭窄，途径不畅，有效性低。扩大公民有序政治参与要加强党的领导，强化政府对公民有序政治参与引导；提升政治文明，健全公民有序政治参与的制度架构；推进文化建设，构建中国特色公民参与型政治文化；培育公民社会，发挥社会组织利益聚合与表达功能；创新参与方式，重视互联网公民有序政治参与发展。

| Abstract: | To expand citizens＇ orderly political participation is the basic form to achieve democracy incremental development, the important tool to establish a new type of governance model and the crucial element to maintain social stability and balance. At present, the problems of citizens＇ orderly political participation are these：lack of awareness, lower capacity, low level, legal deficiencies, poor institution, poor transparency; narrow channe;s, sluggish ways and low effectiveness. To expand citizens＇ orderly political participation it is necessary to strengthen the party＇s leadership and the government＇s guide, to enhance political civilization and sound political structure system, to promote cultural development, to build citizens＇ participation with Chinese characteristics, to cultivate civil society, to play social organizations＇ functions, to innovate participatory approach and emphasize citizens＇ orderly poIitical participation on the Internet. |
