| 摘 要： | 民初旧的封建专制被打破，而新的资本主义民主政治又因民主基础薄弱无法建立起来，社会陷入了严重的失范状态，只有实行具有一定现代导向的过渡性强权统治才能渐进地从封建专制过渡到现代民主。袁世凯在政治上专制集权，同时推行一系列具有现代导向的行政改革，使中国出现了一个相对稳定的统一时期；在经济上鼓励资本主义工商业发展，迎来了中国资本主义发展的黄金时代；在教育化方面，鼓励现代教育化的发展同时用传统化整合意识形态，使教育化得到一定程度的发展；洪宪帝制前袁世凯的这一统治符合当时的中国实际，是具有合理性的。

| Abstract: | In the first years of the Republic of China, feudal autocracy was overthrown, but democracy failed to be set up because of the lack of democratic conditions. The whole society was out of norm. Only by carrying out transitional forceful domination with modern guidance can China gradually transit from feudal autocracy to democracy. Yuan Shikai carried out autocratic centralization and administration reform with modern guidance in political field and led to stability and unity in China. He encouraged development of capitalist industry and commerce and resulted in a golden age of the development of Chinese capitalism. I the aspect of education and culture, he encouraged the development of modern education and culture, and in the meantime, united ideology with traditional culture and brought about the development of education and culture to some degree. Yuan Shikai's domination before Hongxian Monarchy conformed to Chinese situation and therefore was rational. |
