| 摘 要： | 依法治国是我国建设社会主义法治国家的基本方略，而法治权，则是建设法治国家的必然要求，也是当前我国惩治权力腐败，禁止行政权力滥用的现实要求。因此，要实现依法治国方略，关键在于实现依法治权依法治权是依法治国的核心。发挥宪法的最高法律效力，强化民法、刑法、行政法以及程序法等对国家权力的制约作用，是我国实现依法治权的有效途径。

| Abstract: | Administering our nation by law is the basic strategy of China's construction of a socialist country.Manipulating power by law meets the demand of administering the nation by law and it is of practical significance to the current campaign of punishing corruption and abuse of power.Thus,accomplishment of administering by law depends on manipulating power by law.To exert the most powerful validity of the Constitution,strengthen the power restricting functions of civil law,criminal law and administrative law are the effective means to carry out manipulating power by law. |
