中小学减负政策执行失真的成因分析

摘    要:减负政策执行失真是中小学减负实现的主要障碍。减负政策本身的缺陷、执行过程中的利益博弈、执行环境的制约以及执行监督不力等是导致减负政策执行失真的主要成因。

Abstract:The distortion of burden-reduction in implementation is the main barrier to the realization of burden-reduction in primary and high schools.The main causes of the distortion in the implementation of burden-reduction policy lie in the drawbacks of the burden-reduction policy itself,the conflict in benefits in the process of implementation,the restriction of implementation environment,and the ineffectiveness of implementation supervision.
