| Abstract: | The distortion of burden-reduction in implementation is the main barrier to the realization of burden-reduction in primary and high schools.The main causes of the distortion in the implementation of burden-reduction policy lie in the drawbacks of the burden-reduction policy itself,the conflict in benefits in the process of implementation,the restriction of implementation environment,and the ineffectiveness of implementation supervision. |
