| 摘 要： | 美国联邦政府的土地政策经历了一个较长时间的演变过程。美国独立后,联邦政府通过了一系列土地法案,将西部土地收归国有,再通过出售和赠予等手段将这些土地转为私有。西部国有土地私有化成为美国西部开发的基础和前提,同时也是美国联邦政府开发西部的主要手段。这种处理土地的方式对美国西部开发产生了重要影响。
