| 摘 要： | 邓小平的“党政分开”思想是80年代中国政治体制改革的指导思想。它是对过去“党政不分”、“以党代政”错误思想的彻底否定。它的提出具有巨大的历史意义。然而，由于历史的原因，这一思想对党政关系的涵义和“党的领导”的内涵认识不足，这是它在1989年后被新的改革理论取代的主要原因。

| Abstract: | Thinking of Deng Xiao-ping about separating of the functions of the CCP and the government is the instructional theory of Chinese political reform in 1980s. However, for the historical limitation, the thinking didn't answer how to distinguish the functions of the Party and government. The deficiency is the crucial reason that the thinking was abandoned by the Party after 1989. |
