| 摘 要： | 企业剩余劳动力的大量涌现和乡镇企业的分散严重影响我国农村经济发展，通过小城镇建设促使乡镇企业集中发展并吸纳尽可能多的剩余劳动力。这对于我国农村地区的全面发展具有重要的战略意义。因此，我们要有取一些有效措施来促进小城镇的建设。

| Abstract: | The emergence of rural little surplus labor and the decentralization of township enterprises have a severely bad effect on rural economic development. The construction of little cities and towns can help to centralize the township enterprises and to provide jobs for a vast amount of surplus labor. It is of strategic significance to rural comprehensive development.Therefore, we should take some effective measures to construct more and more little cities and towns. |
