| 摘 要： | “知识贫困”正在威胁着西部少数民族地区，因而要依法开发西部地区贫瘠的教育资源，依法推进西部地区基础教育和高等教育的追赶型发展，用政策措施遏制西部地区人才大量外流的状况，要从立法的高度重视西部地区教育事业的发展，从执法的高度支持西部地区教育事业的发展，从资金投入上帮助西部地区发展教育事业，从对口支援上协助西部地区发展教育事业，从政策措施上推动西部地区发展教育事业。

| Abstract: | Short of knowledge is threatening the western areas of minority nationalities.So we should develop the poor educational resources and push forward the catch-up development of the elementary education and high education in the western areas according to law.We also should contain the situation of the serious brain drain from the western regions by policies and measurements.We should take the development of educational undertakings in western areas seriously in the way of legislation,support it in the way of law enforcement,give help to it with investment,assist it through supports in the needs and promote it by policies and measurements. |
