| 摘 要： | 造成世界粮食危机与价格猛涨的新因素是发达国家的生物能源发展。中国必须始终做到“手中有粮心中不慌”，粮食安全的根基要进一步夯实。必须科学养护耕地，牢固坚守耕地红线，必须建立基本农田保护奖励制度，国家财政必须全力支持农业和粮食生产。
