摘    要:《国家中长期教育改革和发展规划纲要》提出到2020年要基本实现教育现代化。这一目标的提出,是我国经济社会发展、国际地位提升和解决教育发展中的问题的必然要求。教育的现代化是社会现代化的组成部分。人的现代化是社会现代化的核心,要实现人的现代化,就要求教育的现代化。教育现代化是指传统教育向现代教育转化的过程,也是赶超世界先进教育水平的过程。教育现代化具有以下九个基本特征:一是受教育者的广泛性和平等性,二是教育的终身性和全时空性,三是教育的生产性和社会性,四是教育的个性性和创造性,五是教育的多样性和差异性,六是教育的信息化和数字化,七是教育的变革性和创新性,八是教育的开放性和国际性,九是教育的科学性和法制性。在这些方面,《教育规划纲要》都做了具体的规划,提出了明确的要求,为我国教育实现现代化,建设人力资源强国绘制了宏伟蓝图。

Abstract:The Outline of Mid-& Long-term Planning of National Education Reform and Development advances that China attains in the main her education modernization by the year of 2020. This is an inevitable demand of China’s socio-economic development, the promotion of the international status, and the solution to the problems arising in education progress. The modernization of education is a constitutional part of that of a society; and man’s modernization is key to that of a society. Therefore, to realize man’s modernization requires that of education. Education modernization, accordingly, refers to the transformation of the traditional education to modern education; and it is also a process to catch up with and even surmount the world’s advanced education level. There are, therefore, nine fundamental characteristics of education modernization: (i) the extensiveness and equality of the educated; (ii) life-long mechanism and all citizen education in any time and place; (iii) productivity and sociality of education; (iv) the characteristicality and creativity; (v) the diversity and differentiality; (vi) the informationality and digitality; (vii) the changeability and innovativeness; (viii) the openness and internationality; and (ix) the scientificality and institutionality. All of these have been practically projected with specific requirements, and hence design a blueprint for China’s education modernization and for constructing China as a country with rich human resources.
