摘    要:在我国义务教育入学率达到99.8%的背景下,农村残疾儿童的入学率仅为71.4%.这与到2020年,农村适龄残疾儿童少年和残疾人家庭子女受教育状况达到当地平均教育水平的目标仍有很大差距.特殊教育经费投入不足,特殊教育法律体系不完善,特殊教育管理体制不健全,残疾儿童家庭贫困、家长观念落后是主要原因.建议通过增加特殊教育投入、加快特殊教育立法、完善特殊教育体系、加强师资队伍建设、转变家长观念、构建社会支持体系等途径保障农村残疾儿童受教育权的实现.

Abstract:When the enrolment rate of our country's compulsory education has reached 99.8%, the enrolment rate of disabled children in rural areas is just 71.4%. That is still a considerable distance from the goal that the educational situation of disabled children and juveniles of school age and children from families of disabled people in rural areas will have reached the local average education level by 2020. The main reasons for that include shortage of special education funds, imperfection of special education law system and special education management system, poverty of disabled children's families and their parents' backward concepts. To ensure the realization of the right to education for disabled children in rural areas, This article suggests increasing special education fund, speeding up the 1 education system, enhancing the teaching staff construction, support system etc. egislation of special education, perfecting special changing parents' concepts, constructing social
