| 摘 要： | 高职院校章程是指导高职院校办学的基本准则。是设立高职院校的基本条件，也是实现依法治校的根本保证。目前我国高职院校仍存在章程内容不科学、制定程序不合法等诸多问题。其中对章程建设的重要性认识不足、制定程序不够规范是主要因素。所以，应充分认识章程建设的重要性。严格遵循制定程序。完善章程文本建设。强化章程监督程序。促进高职院校依法治校、科学发展。

| Abstract: | The statute of higher vocational college serves as the basic guidelines in college governance, the basic condi- tion of the establishment of higher vocational colleges, and the fundamental guarantee of ruling by law. At present, the existing problems of regulation are unscientific articles and illegal procedure in China＇s higher vocational colleges. A- mong those problems, the re stricting＂ factors are lacking awareness of the importance of the constitution construction and unstandard procedure. We should be fully aware of the importance of statute construction, follow the procedure strictly, perfect constitute text construction, and strengthen supervision procedure in order to manage college by law and develop college scientificlly. |
